Decisions are first-class
Outcomes and logs are not substitutes for authority. The decision itself becomes an explicit object that can be proposed, challenged, signed and proven.

The proposition
Most systems describe permitted behavior through policies, roles and audit requirements. They can report which account acted, but often cannot prove why the action was legitimate at the moment it occurred.
Privera is decision infrastructure. It encodes consent, authority and proof as executable primitives, binding a specific decision to its purpose, scope, duration and consequence before another system is permitted to act.
FIRST PRINCIPLES
Outcomes and logs are not substitutes for authority. The decision itself becomes an explicit object that can be proposed, challenged, signed and proven.
Every mandate is constrained by purpose, resource, scope, time and consequence. Authority cannot silently outlive or exceed the decision that created it.
A system can verify legitimacy without collecting, retaining or disclosing information that is not necessary to the action being authorized.
Authority is evaluated when action occurs. The executing system must receive valid evidence; it cannot manufacture legitimacy retrospectively from a log.
EXECUTABLE AUTHORITY

scope accounts:transfer
limit 25,000
expires 10 minutes
proof signed challengeThe mandate is proposed for an exact decision. A unique challenge proves presence and intent. The signed proof records the bounded authority, and the external system consumes that proof before execution. Approval is not a durable role; it is evidence for one permitted consequence.
THE ARCHITECTURAL BOUNDARY
Decision infrastructure beneath applications, workflows and autonomous agents: a way to make consent and authority explicit, bounded and verifiable.
An identity provider, general policy engine, workflow orchestrator or retrospective compliance dashboard. Those systems may participate, but none supplies legitimacy by itself.
WHAT PRIVERA REFUSES
Documents and training cannot be the mechanism that prevents an automated system from exceeding its authority.
Broad roles and permanent privileges do not prove that this person authorized this action for this purpose now.
Collecting more behavioural data is not an acceptable substitute for proving consent, presence or legitimacy.
A plausible account assembled after execution cannot replace the evidence required before execution was allowed.
FOUNDATIONS
Vektagraf establishes authoritative data: what exists and what occurred. Privera establishes executable authority: who may act, for which purpose, within which boundary and until when.
The Hyperproof Manifesto develops the claim beneath Privera: legitimacy, consent and authority must remain provable when systems act autonomously and at institutional scale.
